Gord Johnston, a co-founder of Ratio Strategy, brings more than three decades of public service experience spanning multiple levels of government. Most recently, he served as CEO of Civida, one of Canada's largest not-for-profit providers of deeply affordable rental housing, and has held senior executive roles with the Government of Alberta, including Assistant Deputy Minister positions across a range of province-wide portfolios.
His deep understanding of government, governance, and regulatory environments has allowed him to consistently lead large, complex organizations to strong, community-aligned outcomes. At Civida, he guided a large-scale transformation that earned national recognition for corporate culture, dramatically increased the availability of affordable housing, expanded resident supports, and improved customer satisfaction.
Gord advises developers and housing organizations on government relations, regulatory strategy, and governance, with a consistent focus on delivering complex capital projects on time and on budget.
Lindsay Munn

Lindsay Munn, MBA, P.Eng., is a co-founder of Ratio Strategy and an experienced development executive with more than 25 years in project planning, development, operations, and capital delivery. She specializes in affordable and mixed-use housing, strategic partnerships, and the delivery of complex capital projects from business case through procurement, design, construction, and operational readiness.
She has led capital projects and funding strategies across multiple sectors—including aviation, post-secondary education, municipal infrastructure, and housing—in collaboration with government, non-profit, Indigenous, and private-sector partners. Most recently, as Vice President, Asset Management and Development at Civida, she led portfolio strategy, capital development, and asset management initiatives supporting thousands of affordable homes across the Edmonton region.
At Ratio Strategy, Lindsay bridges strategy and implementation, pairing development planning, governance advisory, and funding and partnership development with hands-on project delivery and operational readiness to help organizations advance inclusive, financially sustainable housing and community development projects.
